Many thanks for your letter No.53680/36 of

17th December regarding the proposals for the amendment

of Article 194 of the China Order-in-Council, 1925.

You will be getting from us officially a copy

of Peking despatch No.1174 of 11th November, which in

our view affords a good illustration of the unsatisfactory

operation of the present Article in China.

However,

now that we have obtained the views of all those concerned,

we feel that the time has come to hold the interdepartmental

meeting to discuss the question; we suggest therefore

that the meeting might be held about the middle of

January, if that is convenient for you and for the Board

of Trade's representatives.

I am sending a copy of this letter to Wills.
